CORAS.ai Appoints Vice Admiral (Ret.) Andrew J. Tiongson, U.S. Coast Guard, to Board of Advisors


CORAS.ai today announced that Vice Admiral (Ret.) Andrew J. Tiongson, U.S. Coast Guard, has joined its Board of Advisors. A retired three-star officer with over 36 years of leadership experience, Vice Adm. Tiongson most recently served as Commander, Coast Guard Pacific Area, responsible for Coast Guard operations spanning the Indo-Pacific, Arctic and Antarctic regions, and to the coast of eastern Africa, while concurrently serving as Commander, Defense Force West in support of the Department of Defense and Combatant Commanders. Tiongson will serve on the Board of Advisors for both CORAS.ai and HumanTouch, two of the companies managed by Executive 1 Holding Company driving Agentic AI, decision intelligence, and digital modernization for defense and civilian federal agencies.

Vice Adm. Tiongson served for four decades in the U.S. Coast Guard and held senior leadership roles including Director of Operations (J3) at U.S. Southern Command, Commander of the Northeast District, and Assistant Commandant for Resources and Chief Financial Officer (CFO) for the U.S. Coast Guard, where he oversaw a $12+ billion annual portfolio. As CFO, he helped drive enterprise accountability and achieved two consecutive clean, unqualified audit opinions— the first for any U.S. Armed Service.

Throughout his career, Vice Adm. Tiongson served as a career cutterman with sea duty spanning five Coast Guard cutters and one U.S. Navy ship, including deployment in support of Operation Desert Storm as part of a Coast Guard–Navy exchange program. His afloat leadership included command of USCGC Nantucket (WPB 1316), USCGC Legare (WMEC 912), and USCGC James (WMSL 754), and he served as Executive Officer aboard USCGC Mohawk (WMEC 913).
A 1989 graduate of the U.S. Coast Guard Academy, Vice Adm. Tiongson holds master’s degrees from The George Washington University (Mechanical Engineering; Environmental and Energy Management) and the Massachusetts Institute of Technology (M.S. in Engineering and Management). He has also completed executive training including MIT: Leading Data and Artificial Intelligence, Harvard Law School: Executive Negotiation and Leadership, Harvard Kennedy School: Senior Executives in National and International Security, and DoD PINNACLE and CAPSTONE. Vice Adm. Tiongson currently serves as National Vice President (Coast Guard) for the Surface Navy Association and is a Member of the Board for First Command.
